It looks like the villagers of Crioville are having nightmares every night. According to the Otters who remembered their dreams, there is a Root Nymph that looks similar to the Otters. That Root Nymph kept repeating "I am your King! Obey me!"

How to obtain: Can be obtained from Lv. 43 through [Quest] Complete the quest from Koirin, the Trade Manager in Longleaf Tree Sentry Post, then go ask the Otter by the Crioville waterhole.
