As the protest in the Slum grew more heated, gangs took over the district. Luolo Grebe and his bunch were originally filthy pirates. It was probably the privileged class that let them into the Slum in the first place to counter balance the lower class uprisings.
Luolo oppressed the citizens in the Slum with force, and the people were terrorized by him, causing protests to largely subside. Yet, many were tired of the physical oppression and have determined there is no option but to take up arms themselves.
