Will of Elion

. . . Elion, the principal object of worship in Elionism, founded a city between heaven and earth to manage the affairs of the human realm and stationed overseers there. Similar examples can be found in stories of minor gods and other myths. The common point among them is that God placed these overseers to oppress humans, but one can actually interpret these as tales of God permitting humans to live free of his dominion.
