Seek out Lando at the Snowfall Crasher. ※ This quest is available once per Family. ※ Complete this quest to unlock the Smelt Fishing and Snowboard quests. ※ Snowboard quests can be completed if your Family has a character Lv. 60 or higher and has completed the main quest "[Mediah] Apocalyptic Prophecy" and learned the "Seal of the Black Sun" Knowledge.
