Freharau said there's an underground storage in town. Since Heidel Soldiers and Investigators are inspecting it, he asked you to go meet Ceasar.

The conflict between me and the former Chief worsened. I didn't want any more arguments... but Donatt was obsessed with the Fogans, and he tried to retrieve the occupied town. I want to show you the truth... It's not all because of the Black Energy. I just want you not to follow Donatt's path. Go to Ceasar. The closed underground storage... If you go there, you'll understand my friend who left.
