I've been watching this temple for a long time. Countless people came in here. Of course, no one could save their souls. They either disappeared or were corrupted. I think the Cultists are a similar case. They eventually ended up worshiping Kzarka. Bring the Cultist Blood to the Altar of Blood at the center of the temple. You'll have to see the reaction with your own eyes.

Evil is everywhere. They must be planning to resurrect Kzarka. If you feel threatened, look for a solution. You'll have to grow more for that. You're not strong enough to clean up the Shrine yet. Get stronger, and stop their plan. That's the solution.
