Neffy Tinya said that the Barbarians from the Abandoned Iron Mine captured her brother, Horio. She also said that Horio may be able to answer some of the questions you have if you're able to find him at the Abandoned Iron Mine. Go to the Abandoned Iron Mine and look for Horio Tinya.

My brother was dragged to the Abandoned Iron Mine... How can I leave without him? Those atrocious Barbarians left our family broken and torn apart. If I knew I could stand a chance against them I would have tried taking them out myself! Even if it cost me my life. Are you actually hunting down the Barbarians yourself?
