The Black Spirit said we should finish off the Chief of the Wandering Rogues who is emitting the darkest energy. Defeat the Chief of the Wandering Rogues. ※ You cannot accept the "[Mediah] [Boss] Illezra's Creation" quest if you have a Illezra's Servant Summon Scroll in your inventory.
