The man seems thrilled to hear the message from the Manual Laborer who used to be a close neighbor from hometown. Get a staff from Rhutum Chief Shaman and place it in a suitable place he told you.

Haha! Yes, I knew he was going to help. You've done well finding him! Right. I have to have my hand in it if the plan is so good. Did you say you put the Saunil Guard's armor in Rhutum District? Saunil Sheriffs are not going to stay put since you really hurt their pride when you killed those guards. Well then, I think it's time to hit Rhutums! There must be some Chief Shamans among Rhutums. Saunils lost their Guards, the lower-class ones, why not make Rhutums lose their upper-class Chief Shamans? This will surely turn into a big fight, don't you think?
