The Black Spirit says this is a once-in-a-lifetime opportunity, and that we should find out more about the dragon and what's actually happening. Enter the territory of Drieghan and talk to Ladar at Marcha Outpost.

So the Dragon that Brolina spoke of was Garmoth? Uh oh! What do we do? My heart is actually beating hard...yours too, right? Those sneaky, troublesome Ahib! To think they were after the dragon's blood... Whatever awaits us, I'm sure that it will make us even stronger! So, it's time to head over to another unknown land to play the hero once more. Hehe. To the highlands, where a formidable Dragon and treasures await!

Otherwise I can't think of a reason why this peaceful mountain is suddenly hustling and bustling.
