Quest details
The best way to decrease the number of Kagtums is to getting rid of the Blood Wolves before they become strong. Defeat the Blood Wolves that are yet to break away from appearing like wild wolves.

Quest dialogue

The Blood Wolves
must be dealt with before they obtain their true powers.
They might obtain their powers
and start standing up on their two feet, and wield weapons like the others.
Now's the chance while
they are still in their wild form.

It's just like how you prevent a flower from blooming, by cutting off its sprouts before it blooms.
On completion
Watching the Blood Wolves get so strong
shows just how powerful Garmoth is.
