Installing ocean lamps at such a deep trench... That could have only be done by a strong swimmer... I think I know who did it! There are some Otters who arrived alongside the Ratt Delegation. They've set up base around the southern part of Oquilla's Eye. Apparently they're trying to build a new boat of their own? Don't you think they could have been the ones who lit up the trench? They should still be there, southern Oquilla's Eye. You should go talk to them.
