Ruba tells you to arrange the Map Fragments in order in your Inventory (horizontally) to put them together. ※ If you lose a map piece, go to the NPC Ruba at the Extraction Mill. Ruba is inside the collapsing building at the mill.

Seeing the pieces you have, I think you can put together a whole map. Try putting them together. If you arrange them well, it shouldn't be hard.
