According to Rubin the Herald, the Cox Pirates in the northern sea are getting stronger and threatening Calpheon. Meet Paso Anca, the naval commander at the Epheria Sentry Post, and hear more about it.

※ Since this quest requires you to go to an island, you need a boat or a friend with a boat.

Word's just come in today off the high sea.
Loose-lipped sailors let it slip that
Calpheon's Trina Marine Knights may be havin' a spot
of trouble with a nasty lot callin' themselves
the Cox Pirates. They're sailin' round the Kuit Islands
just north of here, and recruitin' quite successfully it seems.
Curious, innit? Trouble brewin' always makes for head turnin' news.
