Balac says their mission is to assess the pirates' current force in the Kuit Islands and investigate the missing merchant ship. Some soldiers are on a secret mission in the Kuit Islands. Find and help them.

We have two missions.
First, assessing the current force of the pirates in the Kuit Islands.
I heard a rumor that they keep expanding,
so I have to confirm it before I take it as true.
Second, a merchant ship from Calpheon went missing around here.
And I think it's the pirates.
Seems like we're a bit late,
but we've gotta at least find the traces of the pirates.
Some of my soldiers were sent
to the Kuit Islands, also known as the pirate islands.
You seem pretty skilled.
