The Goblin Chief said they're making a golden ship with the crow coins in order to hold a memorial service for their fallen goddess. Take the Black Turtle Coin the Goblin gave you, and throw it into the sea where directed to.
※ If you lose the Black Turtle Coin, forfeit the quest and talk to the Golbin Chief of Oquilla's Eye to reaccept the quest.

She wondered why we were selling the precious ancient artifacts
and receiving not silver, but rare crow coins...
I think it's natural to have such curiosities.
But when the Vell Pirates trespassed goddess's realm,
the Eye of the Sun fell and became the monster of Margoria
and the Eye of the Moon went into a never-ending slumber.
Our tribe served those two gods too.
What meaning would ancient ruins have for us after this?
We just used the Crow Coins to appease the spirit of the people
who were wrongfully massacred,
and to pray for the purification of those two gods.
Lechella didn't trust us and we had no choice but to show her.
