The Black Spirit said you should go to Feltron Island and shoot a flare to call the Goldmont Pirate Ship as mentioned in Sherah Riki's letter. Defeat the Goldmont Pirate Ship and talk to the Black Spirit again. ※ If you lose the Black Turtle Flare, forfeit the quest and talk to the Black Spirit to reaccept the quest.

Here's the flare written in the letter! Let's go to the location we read about and shoot up the flare. That'll summon the Goldmont Pirate Ship! We'll destroy them and steal that item called Oquilla's Eye! Then we'll return here instead of that Goblin. Let's see who comes here then!
