The Shakatu Merchants are procuring sturdy and superior Mediah Rowboats. Purchase the Shipyard at Altinova 7-4 to craft Ship License: Mediah Rowboat. ※ Press the {StringTableBind(KeyBind:WorldMap)} button for the Map, select Altinova, and purchase Altinova 7-4 as a Shipyard.

We need Mediah Rowboats, that can only be crafted at the Altinova Shipyard. Do you know how to make these rowboats, Adventurer? You'll need to commit yourself to the project, though, because we only purchase the best of the best. We'll be looking forward to a good result.
