The Black Spirit said it spots a Kagtum wolf who looks like it is capable of human speech. Go talk to Titoku at Blood Wolf Settlement.

It must be the same one that commander mentioned.
Go up there and see if you can get some information from that wolf.

We Kagtums are commanded by the great Garmoth.
Just hand over your lands, roll over, and die. That's all you need to do.
When master Garmoth takes wing, you will all be squished like bugs under our claws.
Perhaps then you will realize our greatness!
