※ Alchemy quests are difficult by design.
Seilane tells you to thin the River Water in the Empty Bottle to make Purified Water.
1. Select the Processing window ({StringTableBind(KeyBind:Manufacture)}), and choose Filtering.
2. Put the Bottle of River Water in the Filtering window and get 1 Purified Water.
※ It has to be windy to use Filtering. If there's no wind where you are, try Filtering somewhere else.

In order to make Clear Liquid Reagent,
you have to remove impurities from River Water.
If you use it as is,
you'll never make anything from it.

Thin the River Water to make Purified Water.

It has to be windy in order to thin stuff.
