Walagala does recommend a special dish but in order to complete it, she says she would need the recipe from Inaha in Ancado Inner Harbor.

A hearty meal tasty enough to open up anyone's heart.. I would love to try serving it up.
Wait.. I know just the dish!
But I gave up on it cause I couldn't find out what the secret ingredient of the dish was.
Why don't you ask Inaha?
Ancado Inner Harbor gets all kinds of ingredients from Mediah and Calpheon
so there will be many more recipes to discover.
I'm sure Inaha would know that secret recipe
but he looks reluctant to give it up.
Maybe you will be able to get it out of him.

Ancado Inner Harbor can be reached if you go straight along the path out the northern gate.
