Empty the Khuruto Ration Depot, get Intact Water Buffalo Meat, and bring it to the Plantation Cook.
The Plantation Cook is at the nearby farm where there are Moles.

steal all the Water Buffalo meat as soon as we get it.
Empty their Ration Depot and see if there's any meat there.

To find the cook, look around the farm where the moles live,
not very far from the Old Dandelion.
